Wan Li, formerly known as Wan Mingli, was born in 1916 in Dongping County, Shandong Province, into a poor farming family.

In 1936, at the age of 20, Wan Li joined an organization in Qufu, Shandong Province, and from then on began his revolutionary career.

In his early years, Wan Li was involved in revolutionary activities through the War of Resistance Against Japanese Aggression, the War of Liberation and other important historical periods.

In 1975, he was appointed to the top management of the Ministry of Railways. Faced with the semi-paralyzed plight of China’s railroads at that time, he pushed for the reorganization and restoration of the railroad system with his keen political insight and firm determination.

In 1977, Wan Li, who had created a miracle of reorganization in the railway system, was once again entrusted with an even more arduous task, to take up the leadership of Anhui Province to save that poorest province in China.

It is for this reason that the scenes of Wan Li’s inspection of the countryside at the beginning of the text and his great contribution to the rural reform were created.

Late at night on November 24, 1978, 18 families from Xiaogang Village in Fengyang, Anhui Province, gathered secretly in the earthen hut of villager Yan Lihua’s house.

At the suggestion of villager Yan Hongchang, they decided to divide the fields into single farms and implement the practice of parcels to households.

It was an unprecedented attempt and a risky choice, but also a helpless choice for the farmers who wanted to survive.

Because in the policy environment at that time, the parcel to the household was regarded as the restoration of capitalism, once exposed, they will face severe punishment.

However, the villagers of Xiaogang Village had no way back.

At that time, Fengyang was known as a village that relied on three kinds of subsidies: food, loans, production, and relief.

They decided to express their determination by entrusting their children to other villagers, who would jointly support their children if something bad happened to them as a result of the Baojian to the household.

But when the secret of Xiaogang Village reaches the higher-ups, there’s a groundswell of opposition.

Some denounced it as a retrogression, while others accused Baogang of restoring capitalism.

At the critical moment, Wan Li stepped forward, in the face of those voices of skepticism, he slammed the table, said categorically

Shortly afterward, Wan Li personally came to Fengyang for research.

In the face of the Fengyang County leaders’ concerns about the transfer of production to households, he made a decision on the spot to let it go ahead! It’s just a production team! It won’t turn the world upside down! It can’t be overthrown!

It was that courage and commitment that supported the reform practice in Xiaogang Village and sounded the trumpet for the subsequent rural reform.

Soon, Xiaogangcun brought good news.

In 1979, Xiaogang Village ushered in a bumper harvest, with a total grain output of 133,000 pounds, equivalent to the sum of the 1955-1970 output.

Wan Li’s persistence not only rewrote the destiny of China’s rural areas, but also made the folk song “If you want to eat rice, look for Wan Li” spread all over China.

Looking back years later, the 18 red handprints of Xiaogang Village and Wan Li’s hat together constitute the most thrilling bet in the history of China’s reform.
