Over the next few years, millions of Californians will see their water bills rise dramatically, with price increases for basic water supplies threatening to reach double-digit percentages. In the city of San Diego in Southern California, the cumulative increase in water rates over the next five years could reach 70 percent.
SFGATE reports that water rates in San Diego, California’s second most populous county, will increase by 14 percent in 2025, according to the San Diego County Water Authority. The public water agency is responsible for providing most of the water to nearly 20 regional municipalities, including the city of San Diego, and currently gets most of its water from other sources. The water agency blames the rate increase on increased costs such as water transfers, which are passed on directly from suppliers to consumers, known as pass-through costs.
While the San Diego County Water Authority Board of Directors has approved the percentage rate increase to be raised, as an agency that purchases water from elsewhere, it has no specific control over these pass-through costs. The water department says the agency is required by law to set rates based on the cost of service. Dan Denham, the water authority’s general manager, had said at a press conference last summer that the cost increases were unacceptable and that every effort would be made to fight the rate increases.
Currently, the city of San Diego, with a population of nearly 1.4 million, is bracing for the most dramatic water rate hikes in the county, which threaten to rise as much as 70 percent from 2025 through the end of 2030 . The San Diego Union Tribune reports that the San Diego City Council is considering rate increases of 13.7 percent in 2026, 14.5 percent in 2027, 11 percent or more in 2028, and continued increases in 2029.
In March, the San Diego City Council narrowly approved a 2025 water rate increase, scheduled to take effect May 1, of 5 5 . The figure was lowered in consultation with the water department, which had previously proposed a rate increase that could have been as high as 24. The San Diego Union Tribune noted that by 2030, the average water bill for a single-family home in San Diego will rise from $90 to $145 or more.
Despite drought warnings throughout California, San Diego County’s water rate hikes aren’t due to a lack of water. For decades, the county’s water authority has built a robust infrastructure system that can store and supply water even in times of drought. New water recycling and desalination projects, however, mean that the region may not need to transfer as much water in the near future But for now, the cost of the water itself, as well as the cost of maintaining all of the infrastructure, is causing homeowners’ water bills to rise.
