The struggle between the two major political families in the Philippines is getting hotter by the day.

According to Xinhua News Agency, the press office of the Philippine presidential office issued a statement on the 11th, saying that former President Rodrigo Duterte was detained by the police upon his arrival in Manila on the same day after returning from abroad. The statement said the Interpol office in Manila received the ICC arrest warrant earlier that morning.

However, the Philippines in fact formally withdrew from the ICC in 2019 and the ICC has no jurisdiction in the Philippines. Salvador Panelo, who served as Duterte’s legal assistant and spokesperson during his presidency, said in a statement that the arrest warrant in question came from an untenable source .

Zhou Shixin, director of the Center for Southeast Asian Studies at the Shanghai Institutes for International Studies (SIIS), told CBN that Duterte’s detention is, to a large extent, the result of the conflict between the two major political forces in the Philippines. Currently the Philippines is facing mid-term elections, Marcos Jr. during the election period of many promises have not yet been realized, in this context, holding If they score less, then pull down the other side of the score of the mentality, the use of administrative advantages, to combat political opponents.

Duterte’s arrest

After Duterte arrived in Manila on a flight from Hong Kong, China, at around 9:20 p.m. local time, the authorities presented Duterte with a warrant of arrest from the International Criminal Court (ICC). Duterte received a medical checkup from the government side, and he is in good health, and is currently in the custody of the authorities .

Duterte questioned his detention. In a video released by his family on November 11, Duterte asked What crime have I committed? I was not brought here of my own free will, but by the will of others.

This comes as the Philippine police have been on high alert, deploying thousands of officers to prepare for Duterte’s capture, according to sources familiar with security preparations, mainly targeting ports of entry across the country, including seaports and airports, in preparation for Duterte’s return, according to sources familiar with security preparations. A large police presence has also been deployed in the capital Manila and Duterte’s home city of Davao.

Duterte said on September 9 that he was prepared for the possibility of his own arrest if the ICC issued a warrant for his arrest If that’s my fate, that’s okay, I accept it. If I am arrested or jailed, there is nothing we can do.

Duterte’s presidency of the Philippines has launched a war against drugs, but there has been a lot of controversy. During a rally on the 9th, Duterte defended his war against drugs, saying he did it for the sake of Filipinos and future generations.

A spokesman for the Office of the Ministry of Foreign Affairs (OFDA) in Hong Kong said in a question-and-answer session on the visit of former Philippine President Rodrigo Duterte to Hong Kong on the 10th that it was understood that Mr. Duterte and Ms. Sara’s visit to Hong Kong was a private vacation trip. The Filipino citizens concerned have applied in advance for permission to hold gatherings in Hong Kong in accordance with the laws and regulations of the Special Administrative Region (SAR).

Two political families break up

Duterte’s arrest marks a clean break between the two political families of Duterte and Marcos in the Philippine political arena. 2021, Marcos Jr. and Duterte’s daughter Sara unexpectedly formed an alliance to run for the Philippine presidential election in 2022, much to the surprise of the outside world.

Family politics has always played an important role in the Philippines. These political families hold local votes and have close ties with the central government. The Philippine presidents since 2001, Arroyo, Aquino III, Duterte and Marcos have invariably come from Philippine political families.

Eventually Marcos Jr. and Sara were elected as president and vice president respectively in 2022 with high votes, although the honeymoon period between the two political families did not last long. The conflict between the two was already evident in the post-election cabinet assignments, when Sarah was not appointed Secretary of Defense, but rather the less powerful Secretary of Education.

The two camps remained superficially united thereafter, although the conflict surfaced in May 2023 when the House of Representatives unexpectedly removed former President Arroyo as vice speaker.

Arroyo is an ally of the Duterte family. After the elections, Arroyo was supposed to be installed as House Speaker, but after being elected President, Marcos quickly appointed his cousin, Martin Romualdez, to the post. It was Romualdez who initiated the removal of Arroyo.

The House of Representatives took direct aim at Sara, who was impeached by the Philippine House of Representatives on February 5 after she publicly expressed her displeasure. Currently, the impeachment charges have been submitted to the Senate. The Senate has been adjourned, will be in May this year the country’s midterm elections to produce a new Senate after the impeachment charges will be considered.

Meanwhile, the House of Representatives has also targeted Duterte. The House Committee on Justice and the Commission on Human Rights previously voted to pass a resolution urging the Philippine government to cooperate with the International Criminal Court (ICC) in its investigation of the anti-drug war launched by former President Duterte.

In 2019, the Philippines formally withdrew from the ICC after it began its investigation of Duterte. At the beginning of his term, Marcos had said he would not assist the ICC in its investigation of Duterte’s anti-drug campaign. However, as of November 2023, Marcos revealed that he is reconsidering joining the ICC.

The Philippines’ midterm elections are scheduled for May 12, when all House of Representatives seats and half of the Senate are up for re-election. The election will also serve as a test of strength between the two political families.2024 In October 2024, at the age of 79, Duterte decided to make a comeback and announced that he had finished registering to run for the post of mayor of Davao City.

Regardless of the final election results, the conflict between the two major political families in the Philippines has already caused substantial damage to the country. Zhou Shixin told the first financial reporter that a series of operations by the Marcos Jr. government has affected the confidence of the outside world in Philippine investment, which will be very unfavorable to the Philippine economy in the long run.
